European Commission Releases Details Of Tariffs On EU And Ukraine Trade Commodities

In March 21st, the Ukraine government signed a political agreement with the European Union to consolidate closer ties with the European Union. Then the European Commission issued a proposal to cancel details of tariffs on trade commodities in the EU and Ukraine. Once the agreement is passed by the European Parliament and the Council of Ministers of the European Union, the tariff of Ukraine exporting to the EU will be abolished, and Ukraine garment manufacturers will benefit greatly from it.


The European Commission's International Trade Commission has pointed out that Ukraine is facing a serious predicament, and the EU must give Ukraine real help as soon as possible. The Committee appealed to the plenary meeting of the European Parliament and other EU agencies to adopt and ratify the specific measures proposed as soon as possible so that they could be implemented in May this year.


At present, Ukraine Clothing manufacturers to export clothing to the EU to pay about 12% of taxes, such as infant clothing tax 10.5%, underwear 6.5%, shawl scarf 8%, necktie 6.5% and knitted clothing 12%. It is reported that after the implementation of the proposed measures, about 98% of Ukraine's export EU commodity tariffs can be waived, which will save Ukraine manufacturers and exporters an annual savings of 487 million euros.

However, the European Parliament's International Trade Commission has also put forward strict restrictions on the implementation of this preferential measure. In particular, it requires Ukraine to comply with relevant EU laws and regulations, such as ensuring that the products exported to the European Union indicate the origin, not allowing the commodities of third countries to pretend to be Ukraine products, and the EU illegally enjoying duty-free concessions.


In addition, if Ukraine's products swarm into the European Union and pose a threat to EU enterprises or cause serious difficulties, the EU will resume import tariffs on Ukraine. The committee said that although the tax exemption measure is unilateral, the EU does not allow Ukraine to increase tariffs on imports from the EU in its implementation process, nor does it refuse Ukraine to adopt a peer-to-peer measure to exempt EU products from import duties.


It is reported that all provisions of the EU Ukraine agreement will be signed and ratified after the presidential election of Ukraine in May, including the cancellation of tariffs imposed on Ukraine's export garments to the EU.
